NMMSS is the U.S. government's information system
containing current and historic data on the possession,
use, and shipment of nuclear materials. This centralized
database contains accounting data and other related
nuclear industry information collected from U.S. government
and commercial nuclear facilities and provides reports
to facilities and other interested parties, primarily
U.S. government offices, charged with the management
and safeguarding of nuclear materials. As many as
1,000 routine and requested reports are developed
on a monthly basis.
For the last ten years, NAC International, located
in Atlanta, GA, successfully operated NMMSS for DOE
and the Nuclear Regulatory Commission (NRC). In 2007
it was decided to relocate NMMSS to DOE Headquarters
to better facilitate interagency coordination and
cooperation, and to reduce overall operating costs
by utilizing the existing DOE infrastructure to provide
security and administrative functions.
Prior to the move to DOE Headquarters, a software
upgrade, funded by the DOE and NRC, will be implemented,
tested, validated and accepted. The upgrade will enable
NMMSS analysts to use a more user friendly database
application for performing daily accountability checks,
backing up transaction and inventory databases, and
data generation.
One of the necessary modifications required in the
recently developed DOE NMMSS User Guide was to ensure
that the guide reflected the FY 2009 NMMSS operations
transition to DOE Headquarters. DOE users can obtain
a copy of the recently approved user guide instructions
by downloading the .pdf file on the new NMMSS website
at: http://www.hss.energy.gov/nmmss/.
NUREG/BR-0006 and -0007 provide the NRC reporting
instructions for input into NMMSS for special nuclear
material (SNM) and source material which apply to
NRC and Agreement State licensed facilities. Links
to download copies of the NUREGs, including the revised
NUREG/BR-0006 to be effective January 2009, can be
found on the new NMMSS website at: http://www.hss.energy.gov/nmmss/.
Links for downloading hard copies of the recently
approved DOE/NRC 741 form for transaction reporting
and 742 forms for physical inventory reporting can
also be found on the new NMMSS website at: http://www.hss.energy.gov/nmmss/.
DOE contractors and NRC licensees can also refer
to the new web site for other information on any changes
and updates concerning NMMSS including the information
on the changes related to the FY 2009 operations transition
to DOE-HQ.
