Reporting

Once you have tracked your organization's purchases, reporting the data is easy. Reporting requirements for purchasing are, per the Instructions for Executive Order 13423, the same as the existing reporting procedures in place January 24, 2007.

Annual Environmentally Preferable Purchasing Report

Federal agencies are required to supply data to the Office of the Federal Environmental Executive and the Office of Management and Budget for their report to Congress. To facilitate compliance with this annual reporting requirement, DOE has developed an electronic, web based reporting system: the Environmentally Preferable Purchasing Reporting System. The Environmentally Preferable Purchasing Reporting System is open for annual reporting October to December. A password is required for data entry. For questions, contact:

The data requested for the annual EPP report are described below.

Site Profiles

Both the Pollution Prevention (P2) and the EPP reporting websites request site profile information. The information affecting EPP in the P2 site profile is whether the site has:

  • Established environmentally preferable purchasing objectives and measurable targets in the site Environmental Management System


  • Identified resources needed to implement the environmentally preferable purchasing goal and site-specific objectives and targets in site annual budgetary processes


  • Participated in voluntary environmental partnership programs (for example, Federal Electronics Challenge and WasteWise partners) where there is a programmatic benefit from doing so (community outreach, technology transfer, regulatory incentives, etc.)


  • Received awards for environmentally preferable purchasing


  • Integrate environmentally preferable purchasing into new construction and major renovation projects, pursuant to the High Performance Sustainable Building requirements of DOE Order 413.3A. Program and Project Management for the Acquisition of Capital Assets, and into construction and renovation-related general plant projects and institutional general plant projects, where life-cycle cost-effective

The information requested in the EPP site profile is whether the site has:

Electronics Stewardship (Executive Order 13423, DOE 450.1A)

The reporting requirements for electronic equipment purchases cover EPEAT-registered products:

  • The total dollar value spent on EPEAT-registered desktop computers


  • The total dollar value spent on EPEAT-registered computer monitors


  • The total dollar value spent on EPEAT-registered notebooks


Biobased Content Products (Farm Security, Rural Investment Act of 2002 Section 9002, Executive Order 13423, DOE O 450.1A)

The reporting requirements for biobased content purchases cover USDA designated products:

  • Type of biobased product (general purpose cleaner, lubricant, etc.)


  • Dollar total spent on each type of biobased product


  • Supplier of each type of biobased product (GSA, DLA, commercial source, etc.)


Recycled Content Products (Resource Conservation and Recovery Act of 1976 Section 6002, Executive Order 13423, DOE 450.1A)

The reporting requirements for recycled contecnt purchases cover EPA designated products:

  • The total dollar value spent on the designated products (both those purchased with and without the recycled content)


  • The total dollar value spent on the designated products containing recycled content and the percent success rate


  • The total dollar value spent on the designated products that did NOT contain recycled content but that were justified exceptions


  • The percent of success with recycled content (the recycled dollar value divided by the total dollar value)


  • The percent of success adding in the justified exceptions (the recycled dollar value plus the justified exceptions value divided by the total dollar value)


  • Reasons for inability to purchase products with recycled content


  • Plan of action for overcoming those obstacles


Biobased and Recycled Content Designated Products

A template form is available, Exemption Justification Form for Biobased and Recycled Content Designated Products to report, which could not be purchased with the specified content.

The reporting requirements for recycled and biobased content products apply to:

  • All DOE program offices and facilities, contractor-operated DOE facilities, and applicable state and local agencies to whom DOE gives grants


  • All acquisitions of designated products


  • Each designated product for which DOE's total annual purchases exceed $10,000 in the current fiscal year or exceeded $10,000 in the previous fiscal year. DOE considers all of its Federally operated sites and contractor operated sites combined to be a single procuring agency

Non-ozone depleting substances (Clean Air Act Title VI, EO 13423)

Non-ozone depleting substances require no reporting on progress toward meeting requirements but sites must maximize the use of safe alternatives to ozone depleting substances as approved by EPA's Significant New Alternatives Policy (SNAP) program.

Annual Reports of Other Designated Products

The Federal Energy Management Program (FEMP) is responsible for energy and water efficient products, construction materials as part of sustainable design, and alternative fuels and vehicles. Because FEMP manages the Federal program, the reporting requirements affect all Federal agencies, including all DOE sites.

Alternative Fuels/Vehicles (Energy Policy Acts of 1992, 2005, 2007; EO 13423)

The reporting requirements for alternative fuels/vehicles require reporting to Congress with a copy to DOE headquarters. DOE consolidates the individual agency reports into an annual report to the President. DOE vehicle fleets submit their report to DOE-HQ from their individual sites using the Federal Automotive Statistical Tool (FAST).

Energy/Water Efficient Products (Energy Policy Acts of 1992, 2005, 2007; EO 13423)

The reporting requirements for energy and water efficient products do not require reporting of purchases. Instead, agencies are required to track and report to Congress and the President their progress toward meeting energy and water reduction goals. Purchasing energy/water efficient and renewable energy products is one way agencies can help meet these goals. DOE sites as well as all Federal agencies submit their data to DOE's Federal Energy Management Program for the Annual Report to Congress on Federal Government Energy Management and Conservation Programs.

Construction Materials (Sustainable Design) (Energy Policy Act of 2005, 2007; EO 13423)

The reporting requirements for construction materials as part of sustainable design are twofold. Specific construction materials designated to contain biobased and/or recycled content are reported on the DOE EPP Reporting website. In addition, one of the guiding principles of high performance and sustainable buildings is to reduce the environmental impact of materials, especially through the use of biobased and recycled content materials and substitutes for ozone-depleting substances. Such materials should be included in the documentation for LEED certification.

Semi-Annual Scorecard Reporting (Office of Management and Budget)

The Office of Management and Budget established a scorecard system to assess agency performance in implementing statutory and Executive Order requirements on energy management, transportation/fleet management, and environmental stewardship. The U.S. Department of Energy reporting requirements have been aligned with the OMB Scorecard reporting requirements. The data gathered from DOE Sites on EPP and FEMP reported products as well as other measures are used by DOE to complete the OMB Scorecard report. The OMB Scorecard reports are:

The stewardship scorecard ratings are based on whether the Department and its facilities (be they operated by DOE or a contractor) have:

  • For the Environmental Stewardship Scorecard:

    • Met 75% of EO 13423 EMS criteria at all appropriate facilities, including incorporating Green Purchasing Program in EMS


    • Developed a comprehensive, written green purchasing plan that promotes sustainable environmental practices and includes biobased/recycled content products (particularly 30 percent post-consumer fiber in paper), energy/water efficient products, non-ozone depleting substances, and environmentally preferable products (low-to-no toxicity or hazardous content)


    • Demonstrated compliance in representative acquisitions


    • Audited compliance annually and developed corrective action plans to address shortcomings in the Green Purchasing preference program


    • Conducted training


    • Has an electronic stewardship plan


    • Purchased at least 95 percent of electronic products of those that are Electronic Product Environmental Assessment Tool (EPEAT) registered


    • Enabled the ENERGY STAR feature on agency computers and monitors


    • Implemented policies to extend the useful life of agency electronic equipment


    • Used environmentally sound practices when electronic equipment reaches the end of useful life at the agency


    • Ensured all new construction and major renovation of agency buildings comply with the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings


    • Incorporated the sustainable practices in the Guiding Principles in 15 percent of the existing Federal capital asset building inventory of the agency by FY2015 (2 percent in FY2007)

  • For the Energy Management Scorecard Report


    • Improved energy efficiency and reduced greenhouse gas emissions by 3 percent annually or a total of 30 percent by the end of FY2015 relative to the baseline year of 2003 which energy efficient products help achieve


    • Ensured at least half of the statutorily required renewable energy comes from new renewable sources and, to the extent feasible, implements renewable energy generation projects on agency property for agency use


    • Reduced water consumption by 2 percent annually or a total of 16 percent by the end of FY2015 relative to the baseline year of 2007

  • For the Transportation Stewardship Scorecard Report


    • Demonstrated that 75 percent of new vehicle acquisitions are alternative fuel vehicles (AFVs).


    • Documented that alternative fuels comprise the majority (51 percent) of fuel used in AFVs


    • Reduced fleet's total consumption of petroleum products by 2 percent annually


    • Increased total non-petroleum fuel consumption by 10 percent annually
